fire nova macro

im trying to figure out a macro that will cast Fire nova if a fire totem is down, and if not, cast flame tongue totem. ive tryed

/cast flametongue totem
/cast Fire nova

but that does nothing and a /castrandom macro, well its random, and i use this for pvp, and i cant afford the 50% chance for a redundant totem.

This CANNOT be macroed as a macro CANNOT determine the state of the game eg: if a fire totem is down.
