Need some help rolling holy pally / 2v2 partner

So I haven't played in about a year and a friend and I are thinking about reactivating and rolling new chars. He wants to roll a holy pally, and we're interested in being viable for 2s, as pvp is all we're really concerned about.

I have virtually no preference as to what I roll, so I have a few questions about the current state of arena pvp:

1. What is currently the best class/spec for 2s with a holy pally?

2. What are the best races in pvp for both alliance holy pallies and their partner class?

3. Are these projected to change in cataclysm or in the near future?
