Trauma - Good Mace ?

Hey, I took the Trauma from rotface tonight, spent like ~900gp...
Not sure what I should thnik about it...
done 2 bosses in togc25 and whole togc10 with it.
Healing from proc is around 1-2%. Is it a foking joke or bugged? >.>
