Not really, they just tell you to take actions to prevent further harrassment (as in, ignore him) If he continues to make alts and harrass you from there, then yes, he can be suspended for a few days. Most likely not banned though.

A lot of what I have said is rather harsh since when I feel someone is a complete idiot, I do not hold back when making my view clear.
It something relativly tame like that could get people banned, then I would have had them many times over.

It depends on how much money you've spent on Blizzard products.

If you haven't been playing for over 2 years and haven't participated in any of Blizzard's paid services, I'd say you'd get a 72 hour ban at least.
