Not quite sure what to get.

I am currently sitting on a healthy stack of frost emblems and i am not sure what to buy with them. I checked on my spreadsheet and it said that the HWT and the T10 head both have a similar increase in DPS, and have the largest dps increase of the frost emblem gear. If i get the HWT I will have to replace my NES as this gives me a much larger dps boost than replacing my banner. I am not sure what to get as i was not sure whether i should start accumulating T10 for the set bonuses or get the non-set frost gear. Any help would be much appreciated

Get the T10. The HWT is a solid DPS trinket but it won't compare very highly to picking up your second piece of T10 and snagging the 2T10 set bonus, which is also fairly good. Hope to get lucky with ToC25 and snag a Death's Verdict.
