I remember reading somewhere that they dont have a CD. Its only that their procc is so low (for 4 piece atleast)

I've had 2 piece procc while i already had it.

Indeed, there is no internal cooldown, atleast on the 2-set one. It's just a low proc chance

Both should not have ICD's cause of the low procchance.
