Second; I was wondering if I would benefit from using NES over Death's Choice and replace some arp gems with STR so I'd have the softcap rather than ~73% arp

NES has horrible uptime but if you can't get yourself a Deathbringer's Will I'd say yes. Also, Swap your meta to 21agi + 3% crit damage and swap your 1 ARP/Stam gem to ARP and keep the Nightmare tear.
