Best server for pugs?

Aight, my mate is on Jaedenar, and he pugs stuff regularly, like, Tribute to Insanity, and ICC10 pugs that get up to 10/12. Now he's transferring and I'm going to the same server, but we want a server that can pug very good, like Jaedenar. Anyone know a server taht's particularly good for this? PvP or PvE, doesn't matter. Just no RP.

why do you want change servers?

The most populated, more chance of having good players.

Eu, and not necessarily, amount of players does not equal amount of skilled players.
