i read the blue post and saw that RF will make paladins uncritable
will that be a talent in the prot tree or just attached to the spell..

It won't make you uncrittable, you read it incorrectly.
It will make you uncrittable by mobs in five-mans (I.e., lowering your chance to be crit by 6%). It will be folded into a baseline ability of the class, not anything you have to spec for - They said that they want more ret paladins, arms warriors and kitty druids to be able to switch to RF+shield/defensive stance+shield/bear form and be able to tank heroics in Cataclysm without having to spec and gear for it.
Kind of like the templar in Aion, if you need a point of reference.
It's just going to be the 6% that bosses can crit, or whatever % it is, most likely attached to a deep prot talent. Can't imagine them putting it globally unless there some penalty to stop Ret/holy pallies using it in pvp.

I think it's a good thing. It'll lower the tank queue times, as well as save groups from wiping if the official designated tank dies or drops - the ret pally can just pull out a sword-and-board and finish it up.

As was pointed out before it will be a base effect folded into the spell so that ret paladins can tank 5 mans, they are doing it for bears, DK's & warriors as well.
As for rets being able to use it in pvp it will probably be changed to lower your damage output by a small amount to bring it in line with defensive stance & frost presence.
I just hope they give ret some more offensive utility though because all they have is burst atm & that will become useless in cataclysm since they are increasing every ones health allot but not increasing burst.
The way balancing for WOW PVP works is allot like American politics.
1: Be lazy & ignore problems till the yelling is so loud your cant concentrate.
2: Refuse to do the things you have Said need to be done, then make up reasons why they cannot be done.
3: Lay the blame for problems on someone else even when it's your fault because you did all of the above.
