To Chain Lightning or not to Chain Lightning

As Elemental, I've been hearing different opinions on whether or not using Chain Lightning after Lava Burst is more DPCT than a Lightning Bolt.

The thing I've heard most is CL if it's cast time is longer than 1.0s otherwise Lightning Bolt. My gear isn't great, I'm sitting at 1.2s CLs so I've been using it. Only time I don't use it is during Heroism and EM.

EDIT: Just found the FAQ but still, has anyone heard of this 1.0s rule on CLs or is it still do whatever the hell you want? >.>
