I pvp'd using a combat build for a while in arena. only got to a 1k rating before the team fell apart mind you, but the 16/0/55 looks pretty do-able. Hell, if you know what your doing, you can make either one work. i would strongly recommend though looking into some daggers and trying a mut pvp spec. you'll never wanna try anything else after you down your first clothy in under 4 seconds.
Untill 3.3.3 is up stick with muti: Combat PvP is fun, but ultimately shit - any form of Hemo atm doesn't produce the damage needed (be that sustained or burst).
After 3.3.3 Hemo still won't be good enough even with top-end daggers.
EDIT: Stick to Muti - it's fucking boring, but unfortunately does the trick.

Mess around with the new Hemo stats and builds on talent calc, the changes to rupture are interesting and rogues (if they are regemming at all) will most likely wanna regem agi, as it's better for anything that isn't relying on poison damage - such as DP ticks + envenom like mutilate. ArPen just isn't too viable for a rogue to take when weighed against the low crit you have buffed from agi gems and the slight AP increase they will give to. Have a play around, Blood Spatter along with the Sub. Rupture +30% DOES IN FACT STACK: meaning +60% rupture damage. As i said, play around, you may find a spec that is fun AND ACTUALLY WORKS come 3.3.3, good luck; let me know if you need any theory/spec help but as I said at the minute the specs you suggested just aren't viable, I can sort you out a Combat Hack'n'Slash PvP spec that I popped 2k with this season briefly - let me know buddy.
