I am just having trouble deciding on what to spend my badges on.

I have enough badges for Chest and Shoulders (this would complete my 4 set) but I would have to replace my 264 shoulders from 25 icc.

This is what I am not sure about. The badge belt is a MASSIVE upgrade for me ( about 100+ haste). Should I maybe get chest and belt or is the Resto 4 set is a larger boost in healing.

I mainly do 10 man but also raid 25 man sometimes.

Depends if you're a raid healer ( which we all shamans should be with chain heal <3 ) or a main tank healer. I'd say go for the 4 set bonus first because its awesome but thats just my opinion.

In in 25 man I am always a raid healer.

In 10 man I always have a pally with me and a random 3 healer for specific enctounters.

If you mainly focus on 10-man, 4pT10 is less important due to less frequent use of chain heal or the amount of targets it can hit. It has been confirmed that the set bonus absolutely rock in 25-man raids.

I believe shaman fulfill role of all-round healer in 10-man raid, therefore, I prefer combination of 2xT9 and 2xT10 compared to 4pT10 which forces you to raid healer role.

The vendor belt is very good but it is not considered BIS, http://www.wowhead.com/?item=50015 is there, however I find the vendor belt very good upgrade. Belt of Blood Nova is BOA, which means you can buy it in case you have enough money. Otherwise vendor belt is no brainer due to fact that all ilvl251 belts are loaded with MP5.

Also, you have picked or lucked out on T10 pieces with worst itemization of them all--hands and legs. It is generally suggested to pick one of those, most preferably hands since crafted legs are very good option for off-set piece. My suggestion would be to get rid of T10 gloves in favor of T9 in conjunction with T9 chest. T10 head and shoulders to secure 2pT10. Try to replace legs with either http://www.wowhead.com/?item=47289 or http://www.wowhead.com/?item=49900 (alternatively crafted cloth legs to max out haste gain). Lastly, I would suggest to get Frost totem as it works nicely with Riptide.

you said you mainly do 10mans. dual 2pc 9/10 is amazing for that, so start from there and work around that
