    Question is, do we get a 4th major glyph in addition to the shoulder enchants?

    You don't get a 4th glyph.
    Shoulder enchants are at lvl 400

    The 4th glyph slot was the possible profession stat bonus of sorts stated quite early, but really that would have had a lot of balance issues so the shoulder enchant which comes out similar if not equal to the enchanting ring enchants etc was far fairer.
