suggestions on how to track this? its not like its in my spellbook so i can put it on a bar to see the 20 sec cooldown.

You don't. This 'change' changed less than nothing. Renewed Hope will still have 100% uptime, it just won't be spamming the combat log every second, which is what the bulk of the changes were aiming to do: reduce combat log spam.

The buff you give by bubbling someone lasts 60 seconds.
So when there is 40 seconds left on the buff, it gets refreshed with the next bubble.
Assuming your disc, and bubbling at least every 15 seconds, there is virtually no CD.

Basically, the Renewed Hope buff that gets applied to the raid when you bubble someone, can now only be applied to the raid once every 20 seconds. The effect of the buff and other aspects of shields have not changed at all.
It is a buff, as you now only have to cast a shield every 60 seconds to keep it up as opposed to 20 (though any disc priest not casting shield every 20 seconds is, well, bad), and it will send much less combat log spam, helping to improve performance.
