There is no reason to use a spec like that when you can generate enough threat with a normal spec, especially not when doing so reduces your survivability and dps.
There is no reason for an IT spam build. You are diminishing your own DPS to do unnecessary threat. If you are having problems with threat, you are either doing something wrong or your DPS outgears you so significantly you shouldn't be tanking for them generally, but you shouldn't spec around the latter case and you should solve the actual problem if the former.
As well, Acclimation with 1 point is worthless as you'll likely never maintain stacks. CotG is unnecessary with IT spamming due to the amount of RP you'll generate and more Rune based CDs drawing time from being able to use FS. EW is not that good for DPS and is worse for tanks. Throw those points into Rime...it is 15% IT crit why would you not want this while IT spamming?
