As far as I'm aware, the difference is minimal until you get pretty much BiS gear and have the DBW, then I believe it's a small increase in dps to gem for ArP instead of Str.

When you have 50% ArP from gear alone, start gemming for it. Otherwise STR is always better.

as far as I know, you shouldn't gem for ArP until you hit 2300 STR unbuffed?
