Just help the guy instead of congratulating him on his ban.

1)Since it is asking you to verify blablabla, its probably NOT legit. When blizz sends you an email cuz ur suspended, it requires nothing from your side.
2)Normally blizz issues bans BEFORE the email.
3)The link in the email, probably refers to another site, if you hover on it, you probably see another website.

Also blizz mails are in multipe languages, and more detailed.
