Quick question

I just started gearing my warrior out for pvp and i have no access to any pve gear, probably never will. so, with that in mind, my arp will be pretty low. should i still gem arp or will strength do me better? right now i'm up to 21% and i've got about 3 more gem spaces for arp when i get the pieces.

1. you can reach Softcap
2. you can reach Hardcap
