    Somehow doubt it is a UI thats been released due to the effort that has gone into the rest of it, to have the relatively untouched unitframes.
    Well either that or they used someone else's UI, and then replaced the Unitframes.
    I can at least give likely identifcations of some addons anyway.

    Pitbull 4 - Unit Frames
    Satrina Buff Frames - Buffs/Debuffs Icons
    Skinner - Achievement, Character Pane, and others reskinning
    Deux Vox Encounters - Boss Mods
    KGPanels - Backgrounds and Borders
    Dominos/Bartender - Action Buttons
    Button Facade - Button Skins, not sure about skin without spending time looking
