loud boss voices

If anyone could be kind enough to point me to the addon that makes boss voices louder than the rest of the game (used in movies a bunch) I'd really appreciate it.

That's not how they do that.

When you see videos edited like that, they extract the boss speech files from the .MPQ files in the game, and edit it over the video.

Then the boss files are inside World of Warcraft\Data\enUS\lichking-speech-enUS.mpq so you can choose to Export and Save whatever file you want.

they should've added a individual sliding bar in the sound options for boss Voices long ago Imo..

If the sound substitution is still possible, as used at one point to mute sindragosa on the login screen for example then doing that could potentially work also for an in-game implementation.
