I don't think it's meant to be anywhere in particular. It's just an awesome picture of Deathwing, nothing more.
Roleplaying, hardcore Raiding, running LFR on the occasional weekend, PvPing, rolling alts, achievement hunting, pet battling, or just enacting an endless series of whims, I don't care how you play WoW. Just as long as you have fun doing it.

The building he's standing on is most likely Grim Batol. The background is probably just depicting shit that is going on after the Cataclysm.

Not Grim Batol, but there is a town behind DW there... Looks a bit far, I don't think there was any town so near Grim Batol. Also I would say it is just concept art. Doesn't have to be any particular town/city.
