The new twinking age has begun. Its already stupid enough to face twinks let alone in AV. In neither way do you stand a decent chance against the old or the new version except that blizzard cant really stop the new age baddies.

Battlegrounds weren't designed to level up

They weren't ORIGINALLY designed to level up, but they are now. Hence the EXP gain. Also explains the forcing of twinks to only play against twinks.
