Those hacks exist. I've seen them in action, and am very friendly with a player who actively uses them. Though he doesn't cheat with them. Just uses them to get around quickly

They are pretty lenient about in game perma bans.

I've done tons of exploits, and most just land me a 3 day ban at the worst. As long as you aren't being too much of a jerk they will generally let you off.

And no, you'd probably just give a temporary ban with a warning the first time around. Depending on how serious your wrongdoings were the ban would be extended any number of days.
