Actually to those of you who are saying hit rating over 4% is wasted or only affecting the spell hit cap you are wrong. More hit rating increases the number of melee hits that land, more melee hits landing means more Killing Machine procs and therefore much greater Frost Strike output so it isn't a bad thing.
