Imho a very good choice to switch to Vbulletin, it has way more options for admins/moderators and uses less resources.
I'm using vbulletin 4.03 for my guild and must say it's the best forum i have ever seen.

Might be an idea to create a separate pm box in which people can store stuff?

Keepbox

And just autoparse Inbox pm's after 30 days since the pm has been read or something?
People will still be able to keep pm's they want to keep by moving it to the Keepbox and you'll reduce the amount of pm's stored overall?
