PvP Port Shield Choice

I am under the block value cap(for SotR) with or without the block value from the togc10 shield, and over it with both trinkets proc'd with either shield.

But I'm wondering if the static increase in block value while under the cap would out-weigh the 24 strength difference between them in terms of dps, also I'm not sure what the amount of block a shield has (the number right under the armor value in the tooltip) translates to in terms of stats. Is it innate block value? or something else?


I should be logged out in my pvp set atm, any other tips are welcome.

I would go for Neverending Winter, more str and way more armor/stam. However, from a pure offensive view the Bulwark is better.

I'm more of a fan of the Starboard Shield instead of the Port one. I would also go for N.E.W. as well.
