And they do every now and again look special. Only 2 boss dragons had re-used models this expansion, Sartharion and Sindragosa. And Sindragosa's model was only used for a few mobs that are only seen in Icecrown anyways so you can still kinda call it a Unique model. And dreamwalker wasnt a boss dragon.

I find it funny that you call Halion a reskin and link Cyanigosa, who is, herself, the exact replicate of Azuregos .
As someone has already stated, numerous differences between Halion and Cyanigosa, just to name a few (in order of obviousness):
1. Halion has no beard.
2. Halion's head spikes are in a different configuration and are obviously bonelike, unlike Cyanigosa's crystalline protrusions.
3. Halion's horns are longer and curve skyward rather than back toward his body.
4. Halion has no large, fan-like ears.
5. Halion's horns continue almost directly to his eyelids.
6. Halion has a ventral neck crest, whereas Cyanigosa does not.
7. Halion's shoulders and hips are not speckled with crystalline formations.
8. Halion's three bonelike protrusions from the anterior portion of his wings are unique to him.
The only thing that seems remotely the same is the basic dragon anatomical body, the spikes on his front elbows, and the spiked tail.

You did, unless you meant that each flight should have a distinctive feature and not every single dragon?
Regardless, dragons are supposed to look the same pretty much, the Aspects and few others having differences makes sense and that's how it should be. The rest makes sense that they are the same.

There existed many dragonflights when the titans gave their powers to the dragons to watch over Azeroth. One Dragonflight for every color in the rainbow, but 5 colors were dominating the other flights, and the Titans gave their powers to the leaders of those dragonflights, making them the Dragon Aspects.The Dragonflights correspond with the Titans that empowered them, so there would then have to be a lost/missing Titan as well.

A dragon is A DRAGON. Dragons look like other dragons!

Re-skin
Pallet swap
Pallet swaps are the most lazy as they are nothing more than changing colors. Re-skin may have additions and differences that change the overall appearance but do not affect the function of the actual model, ie, no new animations have to be made.
