Immediate acces to HM RS?

As the title states do we have immediate access to the heroic mode of RS or do you have to kill normal first?

I was able to toggle to heroic w/o having killed halion, so I'd say yes.

I wouldn't think so....not really fair as half of the US servers are down for another while yet. Mine is actually up, but we'll probably just do normal this week as we have H Arthas to kill still.
