i've seen an addon that flashes a big ability icon when the ability comes off cooldown. it's a quick flash. any ideas? thanks

power auras.
It can do that and much, much more.

PowerAuras can do that yes, but simply for a flashing icon, it is a bit overkill.
ncCooldown I think does that, and many of the logirithmic cooldown bar addons offer such a "pulse" also.
