That's the best I've come up with just looking at the talents through a glance. I'd rather have 6 seconds added onto my diseases with a 60% chance to proc a free Boil Blood (which I may not even be using in a single target situation).
I'm not sure if Crimson Scourge will be really worth it. May be better to just put those 3 points into Scent of Blood or Runic Power Mastery / Black Ice.
Why? Well, Runic Power will become a lot more important. Blood no longer gets free DC procs. Runes will be on CD a lot more often unless you get lucky with Runic Empowerment. However, for you to increase your chances of regenerating a rune via Runic Empowerment, you're gonna have to Death Coil / Rune Strike a lot. Thus, the more RP you have, or can obtain, the better.
They don't make a lot of the talents in Blood -- Passable. There isn't too terribly much that's so desirable that we'd want to go through 2 tiers in the other trees either. However, I will say that I don't mind cause this Blood DK tanking lineup has great potential on paper.
Life Shield (You get a shield absorbing 100% of the amount healed via Death Strike anytime you Death Strike), needs to be drawn out rather than being a pure shield. Every melee / magic hit should absorb 50 - 75% of the damage and allow us to take 25% of the damage regardless, this would make it more subtle & make healing a DK more enjoyable for people when the mass amount of CDs we'll have access to are on CD.

don't know what u guys think about it, i didnt take all points in epidemic and i might consider dropping them all as our diseases will now have a standard time of 30 seconds rather then the current 15 seconds. it also seems usefull for tanks to recast diseases thanks to blood swarm which allows for free BB if we use PS while blood plague is still up.
i wasn't sure about blood parasite but i'm gonna give it the benefit of the doubt, if it heals more then bloodworms, it's already an upgrade. on the other hand, the tree seems to have a lot of defensive cooldowns and procs which'll make it feel more like an actual tanking tree then all 3 trees did in wotlk
i don't really like the blood 51-pointer, was hoping for something cooler then a DRW with parry added, mainly cause of the parry changes in cata, it'll feel less usefull

just imo, i prefer scent of blood and spell deflection is useless. Epidemic seems so standard in current builds that I would prefer not to drop it.

All those times I lol'ed at DK's putting 71 points in blood and dualwielded, or 71 in another spec, but now ... now it's probably viable enough for a tank spec... Seriously not cool Actiblizzion.
They did a good job though, every spec looks enjoyable, and they even tried to put 2h option in frost :3 ... which won't work, but it shows they are at least thinking of doing something like fury for warriors.
its funny you say that cause I cringed at the sight of 68 points in one talent tree. Felt like a total nub tard, but there is just TOO MUCH useful stuff in that tree to not take it, (less bloodworms, with that spec I assume Blizzard made them not completely awful).

Its extremely similar to dreadrunes' spec he posted, but I felt that some points could be spent elsewhere.

I don't know how tanks are getting damages in Cata, but in WotLK, Rune Tap is just useless and only make overheal.
Yes, Will of the Necropolis up this spell, but there are much more good talents in others trees.
wowtal.com/#k=eYmApeiUCNmsX.9gq.deathknight might be a good dungeon spec : Good AOE with two Blood Boils at first ( IT, PS, BB, FreeBB ), Will of the Necropolis could make another BB or a free HS, Runic Empowerment is just incredible because of Rune Strike, and Epidemic isn't really usefull because of the 30sec basetime of diseases.
Rune Tap is mandatory now that WoTN resets it's cooldown and provides you with a Rune to use it, there's no use in wasting free utility.
Imagine the new healing system like low level healing w/o much manareg. as long as you don't fall below a certain threshold the healer won't bother healing you up. So if you can keep yourself above that point through avoidance and selfheal, you're conserving the healers mana. remember that we'll take 6-7 hits from 100%-0% which and healers probably won't bother healing us as long as we're above 80-90%.
IF the healing system works out as blizzard said it would.

no need for imp blood pressence since we are uncritable in tank, screw spell reflection, scent for blood and blood caked weapon is for dps only, dont spec into it, 3 points in blood parisite, it heals, why not, 3 in imp icy touch since icy touch is a high treat ability, might as well make it hit harder, and 5 into runicempowerment, cause if your not rune striking, please dont tank, 5 in epidemic, cause i like my dots to tick for some time and 3 in ravonous dead because i enjoy str% boost, more str= more parry

Fail. Defense is getting removed, so we will be crittable as Tanks without Imp. BP.no need for imp blood pressence since we are uncritable in tank,
Icy Touch's Threat Modifier is getting removed, so Imp. Icy Touch is worthless. Ravenous Dead is strictly DPS just as it was in WotLK, those 3 points would give more Damage in BCB.
To be fair, at WoWhead.com under their cataclysm guide, there is mention of tanks becoming uncrittable when using abilities like defensive stance, righteous fury, dire bear form, and frost (now blood) presence. Granted these are not directly from blue posts so it is possible that we still be crittable. Also these talents are still very earlier in development so I'm hoping everything thats there stays.

There is a blue post on it, I quoted it here however its quite old by now and can be highly inaccurate. I'd go by what the Talents say until a Blue says otherwise, and if the Talent says it makes you Crit Immune while your Presence doesn't, just damn take it, seriously we all know how many times blizzard has said "we will do this or that" and then it ends up they do something completely different.
How is Scent of Blood a DPS talent. You need to dodge/parry or get hit. Not the other way around.
Icy Touch's Threat mod is gone in cataclysm. Epidemic is in the air, I personally think, because you want to use PS to get that extra BB, and I personally hate clipping DoTs.
The parry increase from Ravenous Dead is so piddly that its not even worth it. You would be better in putting it in BcB for more threat. Hell with the changes to parry I can see use having a lot more and making spell reflection useful.

This would leave you with 11 extra points.
This is a spec that I would probably use That is depending on how much abilities can be reflected.
This spec if there isn't a lot of moves we can reflect. This one puts points in Virulence which isnt bad because it will help us get closer to the spell cap. IE) Taunt wont miss as much.
Now I personally don't use Death rune mastery in my current blood tank spec. So I think I will be fine with out it in Cata.
