If i cast judgment of light on Target A and my friend casts judgment of light on target B and say a blood DK uses heart strike and hits both targets will BOTH be able to proc?

Depends i guess. i never really tried it, but i guess it would be the same with Divine Storm and your setup. you could try it on dummies.

No, if im not mistaken is has an internal CD, something like 2-4 sec.
leader of the pach has an internal CD JoL des not it should be possible to get proccs from both but noone can realy know without testing
