My guess is no, since there will not be any new content to test before Cataclysm. The new spells and class mechanics are being tested in the Cataclysm beta so a PTR test isn't necessary. The only thing they would need to test on the PTR would be possible world events leading into the expansion but I don't recall them doing that in the past.

well in BC the last PTR patch was to implement some of the new world changes but that may be different now

They already PTR tested the content for the next patch which will include the retaking of Echo Isles and Gnomeregan. Don't mean to be a Mr. Know-all, because I know what you mean, but Blizzard treats the Cataclysm beta as a PTR, at least battle.net says so.
