Shaman leveling questions...

Hi all, i have been looking in the shaman class lately and i have some questions.

Well ofcourse the most obvious question is which spec to follow? Elemental or Enhancement?

Am basically looking for a cookie cutter build combined with heirlooms that will minimize the leveling time as much as possible.

If also can someone provide some talent build links it would be great.

Elemental is very good

Enhancement is the way you go with Elites and 5 man quests.
You didn't say when you will start your new toon, so i guess its before cataclysm. Go with elemental until 41 (because leveling with a 2 hander is boring and DW + SS) and then decide if you want to smash faces or melt them.
