Pfeh, it's a reasonable change i suppose. It won't make me love my Hunter any less.
To add,
remember, OP, that they will keep hunter damage competitive regardless. This change won't impact our position in raids negatively at all. Instead, we will have a reliable interrupt we can use when WE want, not on cooldown every time. Macroing abilities into shots is the ultimate boredom, and Blizzard is trying to stop it.

Makes sense, Blizzard put silencing shot in with the idea that it would be a cool situational ability, and PVE MM hunters just macro'd it into every shot, not even thinking about it, which makes it as boring as the talents blizz wants to remove.
But now depending on the difficulty of the heroics, we might have to take it for CC, but in a raid, it won't really be necessary. At least with damage involved it keeps my specs clean.
I don't mind that much but to counter the no damage the Cooldown needs to drop from 20s imo
Lightning. It flashes bright, then... fades away. It can't protect. It only destroys
Silencing Shot will certainly have its useful points in Raids, still.

To be honest it's annoying having to constantly bang my head against whether or not I should spam silencing shot for the damage or save it for the interrupt, and the situation is constantly changing.
Nothing like, OMG the rogue is dead! SOMEONE INTERRUPT! as I watch the cooldown tick away
