Dude why do you think org is being reforged? its because it was destroyed! look at the tauren area & look at the white wall around it, its the remainder of thralls old hall & it was destroyed, if u also look at the half of the org gate that's being rebuilt u can see the the original structure is destroyed

Because he fears the Alliance are the only true threat to him.
Horde are having so much internal conflict that they couldn't organize themselves to kill hogger let alone Deathwing himself.
