The reason current emblems convert into a small amount of JP is simple; They don't want you to gear now, but making you farm emblems now will keep you playing till cata.
I do not know how many JP you'll get pet Triumph/frost, but i believe doing cata dungeons will yield a lot more than you would gain if you would do dungeons now.

2.25 JP per emblem. But wrath isnt over for at least 2 more months, some of us still are raiding ICC and this just gimped us from completing teir sets
