It's "easy". But very time consuming. Why are you worried about people getting a title at a "low" HK count according to you? Go for the bigger title then. On my 3 month old shammy, I have 2630 HKs. Getting to 250k would be quite an achievement for me. Very much possible, but it would take a while if I'm not purposely grinding for it.

OT: I think 100k kills is enough for the titles. Wich fits too. They show commitment to your faction. And 250k is not "easy" to get. Getting the kills is easy, you don't have to do anything, but it takes quite some time to get and that's why they add titles. How long time did you use to get up to your number of kills? You said you played since TBC so that means you've at least spent 2 years of WotLK doing BG's + proly a lot in TBC too, and that's quite a lot of time.
Even though you proly do something else than just BG all the time
