Is the 12 minutes reduction on lay on hands from tier 3 still active now?

if so, doesn't it mean that anyone having it is the strongest healer in the whole game?

30K-ish heal now or 100K-ish in cata, no cd, no mana cost.. + ret spec it also causes insane amount of HoT

it got nerfed to 4 min reduction.

edit: so its not possible to get LoH with no CD as there's no longer a talent and the glyph is 2m.
