Just wondering with only 2 months left in the expansion the best those servers can do is heroic lootship? Are those servers pretty much empty with everyone just running PuGs? I would think with 30% buff and the fact ICC has been out for 10 months would mean they have enough gear to do at least Dreamwalker as well.

Cannot say I know which realms exactly you are reffering to but my best guess is that they are (very) low populated with everyone even remotely interested in raiding long gone from those deserted places.

So there probably are some pugs but every hard mode, every new encounter is progress for the pug, not just doing the encounter you already know, only on your alt. And lets face it, people who dont raid much and/or dont raid challenging encounters cannot progress very well nor that fast because they dont have the "training" for it.
