All New Quests In Old Zones?

Arathi Highlands got 2 new quests for horde if I recall, I leveled through there on a goblin mage (win).

Very much so, pretty much every zone I can think of uses phasing.

I thought Silithus is last zone to be changed, is it even ready for testing yet?
