DPS Spec for PVE

I just purchased dual spec and am wondering which dps spec is best for pve - Arms or Fury.

I've been trying fury but having trouble keeping up the rotation...I know its based on bloodthirst, whirlwind and instant slam procs (which I don't get all that often tbh). I also end up with a lot of empty time with nothing to press.

Any help?

EDIT** - Also, will this change with the new patch on tuesday?

first off YES fury will be changed drastically tuesday, with 1hs back
mroe on topic using sunder armor as a rage burner helps due to the fact it alsos uses herioc strike so more damage

It is going to suck that we do not get CS though.
