Spell hit for casters?

So you need 17% correct for all caster dps now there is no 3% hit buff no more as well as talents? i know theres no talents but is the 3% hit buff still there?

Actually your 17% assumption is wrong. Blizzard has stated they want to keep hit as a worthwhile stat until the final tier by making higher tier bosses require more hit rating to be hit capped for. So it might be 10% at the start of cata and 25% in the last tier (numbers pulled out of my brilliant ass)

And yes I think the 3% is gone.

Technically it's correct, as bosses require 17% for the first tier.
