310 in 4.0 ?

Uhm...of course, why not? I don't really know if I understand you correctly but you can
a) Still get the 310% drakes from Ulduar after 4.0.1 (you can even still get the ZG mounts because ZG will vanish with 4.0.3 only) and I think even after 4.0.3
b) Still get any 310% mount in Cata and then buy the 310% upgrade for all mounts for free (instead of 5000)

No, I'm pretty sure that by earning a 310 mount, (before and after patch) you automatically get the skill.

thats correct, all mounts will have variable speed and the previously dropped 310 mounts will be shown and counted as 280% come 4.0.1.
everyone who has a 310% mount now will get the skill for free once the patch hits, but you wont be able to retrieve an 310% mount anymore, except probably the arena drakes.

God you're an idiot. The 310% skill is so you can ride any flying mount you choose and not just your 310. Most people have a plethora of 280s but don't ride them because they are slower. If you want to continue believing this go right ahead - it only makes you look like even more of an idiot. It's been stated by Blizzard many times - it's been tested by folks on Beta and the PTR.

It is merely an extension of what already occurs on live for Druids. Swift Flight form increases to 310 along with a couple other mounts. They are applying this to all 280 mounts so you can ride whatever you want.

All there is to know is:

Once 4.0.1 hits live, there will be a new riding skill called Artisan Riding. This allows EVERY flightmount to fly at 280%.
Everybody with a 310% mount on live will get this skill for free. So all their flying mounts are now able to reach 310%.
Everybody without a 280% mount on live has to buy the Master Riding skill for 4k (?) gold at the flight trainer.

I don't think you get what Ituron is saying. He is saying, come this patch, everyone who has a 310 mount will get the new riding skill for free and thus be able to ride any mount they have at 310. But, those who do not have a 310 mount will need to spend 5k. They will NOT be able to get the Uld or ICC drakes to get 310. If you do get those drakes after, they will be 280 until you buy the 5k flying. Basically, after the patch, the only way to get 310 flying is by buying it.

Cerus, I think you're misreading him.
The easiest way to explain it is this: Mounts no longer have a specific speed attached to them. Whatever "riding skill" you have determines your mount's speed now. If you have 310% riding skill then all your flying mounts are 310% now. Every single one. To get this riding skill you either need to buy it for 5k, or already have a 310% mount obtained before the patch.

This of course obviously means if you get a mount after the patch that used to be 310%, it will only be whatever your flying speed is, so don't go farming Uld10 after tomorrow hoping to still get free 310% flying. The mounts will only be 280% (or even 150% if that's all you have)

I read your post and the blue posts you linked to. I did not see where it says we are getting this in patch 4.0.1. Everyone kept saying "in Cataclysm".

Where does it say we get this in 4.0.1? Is it like this on the PTR? I just skimmed the PTR patch notes and they say nothing about mounts, but I guess it's possible they just haven't been updated...

Nothing of the sort has EVER been announced by Blizzard. They will still be 310% and getting ANY 310% flight speed mount will upgrade your riding skill to the new Master Riding allowing all flying mounts to travel at 310% flight speed. Doesn't matter if u have a 310% mount before the patch or get one after, it will upgrade your riding skill for free. All current 310% mounts in game are staying, at least until Cata is released, as so far they have not said that ANY mount is being removed with this patch or patch 4.03.

The rubbish about ICC and Uld drakes only being 280% comes from poor implimentation of the new skill on the PTR by Blizzard. It was set up to reward you 310% flying for all mounts based off having the achievement for some other 310% mount in game. Since your achievements do not transfer to the PTR you were stuck at 280% even with something that is supposed to be a 310% mount. Like 2 or 3 patches ago they fixed that issue and it gives you 310% so long as you have learned the spell to summon a 310% mount and have it in your spell book.

Incorrect still the way the system will work is whenever they do the patch which releases the purchasable 310% flying mount speed this is what will happen.

A: You already have a 310% speed flying mount, all your mounts will be upgraded to 310% speed.
B: You do not have a 310% speed flying mount, you will have to purchase the 310% flying speed for 5000g neutral, 4750g friendly, 4500g honored, 4250g revered and 4000g exalted.

Obtaining a 310% mount after the purchasable 310% flying speed update comes out will not get you 310% flying speed for free as all epic flying mounts will be changed to 280% flying speed from the update onwards. However purchasing the 310% flying speed will then allow all your mounts to fly at 310% flying speed.
