New Sunder Armor Glyph

Can anyone tell me if the new minor glyph for sunder armor works with Devastate. It seems to me that it wouldn't since Sunder Armor is kinda a passive of Devastate when talented.

I don't believe so. If it worked for Devastate it would say so just like the current Puncture (reduces the rage cost of your Sunder Armor and Devastate abilities by 1/2/3) talent. Although, I cannot confirm this and could be completely wrong.

I believe that it is intended for DPS wars when there is no other armor debuffer.
