Looks pretty damned sweet, good thing its instant- the 3 second 'activate time' could be a bit annoying but it'll just take a bit of timing to perfect, thought still pretty simple for anyone who is aware to dodge.

Anyway I like it, certainly more than Curtain of Frost.

Let's look at a scenario real quick shall we? Your 10 man team is doing a rated WSG and if you win, you'll have the rating to buy the best weapon. EFC has your flag and has eluded your team. Vent/Mumble sparks up with, "EFC GOING TUNNEL!!!" so you camp outside and wait till you can actually see the fellow running down form outside. You plop RoF so that it's far edge clips the opening to the tunnel. The EFC can now either decide to take his chances, turn around and go out ramp, but your team could have rezzed by now and he and his healer would be screwed. OR, he can walk into the ring and open himself up to shatter/deep freeze combos and pray his healer heals him/her through the damage that will be incoming.

THAT is what I have wanted from BGs and PvP since I started playing this game, and that is what blizzard wants to see from their players. I like it and finding uses for the spell will consume vast amounts of my time.

I did not realise you could just stand in center of the circle to not get frozen lol. How awesome to be able to lock someone in a circle if they wanna be able to do anything O_O

Did they change this graphic again? swear in totalbiscuits videos the ion cannon effect is gone and the ramp up to activation has the rune on the ground spinning instead.

(either that or i was REALLY tired.)
