I doubt there are currently any best specs, but opinions for now. You should try and make one that suits your play style that you can have most fun with.
http://wowtal.com/#k=LwkIuka.a6d.warrior. would be what I would chose from arms, but wowtal.com is currently bugged for me, and not leaving me spec into other trees.
