Okay so I have heard mining and herb gives you exp. I am leveling a lock and he is level 40,so he has to get to the level 40 herbs and mines until he can get exp?

no, you get a bit of experience for picking low level herbs and nodes as well as higher level character

Levelling my Shaman now and i am getting 3K xp for each Cobalt Mine (Rested so maybe its 1,5K xp normal). Its not much but its nice to get some xp

Great another reason for people to farm mats and make em even rarer than Rocking horse poop! xD Does mean that that race to the next node is a little more important! =D
