Something that works for me won't necessarily work for you. Just arrange your keybinds in terms of priority. Think about how quick you may need to react with a certain spell, or how often you really use something.

    I'm using:

    Keyboard:

    1 through 5 (obviously)
    Q-E-F
    Shift+ 1 through 4
    Shift+ A-D-Q-E-R-F
    Ctrl+ 1 through 4
    Ctrl+ A-D-Q-E-R-F

    Mouse (with 2 sidebuttons):

    Sidebutton 1-2
    Shift+ Sidebutton 1-2

This helps me always have all my abilities (my most frequently used anyway) close with a little fingergymnastic and creative pinky usage.
Whatever you're trying to change yours to, be patient, it'll stick after a few hours and a little getting used to. It's going to be a few hours of pain if you're used to clicking, but it WILL be worth it!

All you need for tanking is:
    Avenger's Shield
    Judgment
    Hammer of the Righteous
    Crusader Strike
    Consecrate, and
    Shield of the Righteous

Those are your primary spells, then you'll want to have your cooldowns (Divine Protection, Ardent Defender (both macroed with all your trinkets)). Then your secondary spells: Holy Wrath, Divine Plea, Divine Shield (macroed for toggling on/off), and your nick-nacks: Mana Potion, Health Potion, Health Stone.

For me, I don't keybind any of my cooldowns or secondary spells. Your hands don't need to be all over the place smashing modifier macros, it's just inefficient. Bind your six primary spells somewhere near where your hands feel comfortable, overtime it'll just become muscle memory.

45 icons is way too many, you should cut out everything you don't use.

But anyways, I duress, here's my setup:
*Note: Using the original Logitech G15 keyboard (2005, not 2007)*
    G1 - Avengers Shield
    G2 - Judgement
G3 - Hammer of the Righteous
    G4 - Consecrate
G5 - Shield of the Righteous
    G6 - Crusader Strike

    *Logitech G9 mouse*
Side button 1 - Hand of Reckoning
Side button 2 - Righteous Defense
