Probably not at release, maybe later like happened with tbc content.

It's not really needed. With heirlooms you can get from 68-80 from just clearing Howling Fjord, Borean (or boring) Thundra and Dragonblight if you sign for random instances as you go. Without heirlooms you will need to poke your head into Grizzly hills and/or Zul'drak aswell.

The thing about outland leveling is that when it was fresh content you had to run most of outland to even get to 70. You never did with Northrend in order to hit 80.

i think i'll still do some quests in northrend before tackling the new content and let everyone get fed up with waiting around for quest mobs to respawn and kill.. Still got icecrown and stormpeaks on most of my chars to complete yet..
