Quartz has been giving me a lot of LUA errors and causing really choppy game play since 4.0.1.

Yeah I had the 10/12/10 version. I don't know what it was that was causing the errors, but I think it might have been from one of none essential parts of it because I disabled some of the things and it's not giving me the popup to disable stuff anymore.
I have the current version of Quartz and it has yet to give me any problems. Maybe it is conflicting with a different addon that you have not updated?

Locals: Sometimes debuglocals() returns nothing, it's one of those times... (FYI: This last sentence (only) is a HotFix from Decursive to prevent a C stack overflow in the new Blizzard error handler and thus giving you the opportunity to send this debug report to the author of the problematic add-on so he/she can fix it)
It pops up whenever I gain or lose a buff.

Delete them both and reinstall. I had to do that on a few of my addons to clear out errors after 4.0.1.
I use both quartz and decursive 2.5.2.2 and haven't had any issues on any of my toons.
If you use the Curse Client, when you uninstall a mod there is a box to check whether or not to delete the in-game settings (Saved Variables), make sure this box is unchecked so you keep your settings.
If you manually uninstall, anything in the Addon folder is safe to remove and reinstall fresh, your settings and configs are stored safely in the WTF folder.

I recently switched to azcastbar, as well...after dropping quartz. It's worked very nicely.

Now just read the image linking guides and you'll do just fine, hehe.
I'm fond of AzCastBar, switched from Quartz to it when 4.0 dropped.
Does AzCastBar have the Latency feature like Quartz, I'm a Shadow Priest and the Latency feature is really really really good.
